В рамках проекту Європейської Комісії, що покликаний сприяти економічному розвитку країн Східного партнерства, під патронатом Президента Естонії, за фінансової підтримки ЄС, а також Європалати, 26-27 жовтня поточного року в м. Таллінн, Естонія відбудеться 4-й форум Східного партнерства під назвою “Цифрова економіка: інноваційна платформа для прозорого бізнесу без кордонів”.

Мета четвертого бізнес-форуму – сприяння міжнародним економічним відносинам, прозорості та новим можливостям для підприємництва, а також розвитку співробітництва ЄС з країнами Східного партнерства. Захід очікує зібрати близько 400 учасників з Європейських країн та країн Східного регіону.

Зокрема, програмою заходу передбачається проведення пленарних сесій за окремими секторами, як: цифрова економіка, міжнародна торгівля, логістика, інноваційні технології, а також B2B перемовини протягом другого дня форуму. Між тим, третій день заходу передбачає ділові візити до індустріальних та наукових регіонів Естонії та обговорення передових регіональних практик.

Зауважимо, що українські компанії повинні мати досвід в сфері експорту/імпорту з країнами ЄС та відповідати згаданим секторам для участі в даному форумі. Відбір компаній буде здійснюватися безпосередньо представниками Європейської Комісії, оскільки кількість місць для участі у форумі обмежена. Щодо фінансової підтримки, Європейською Комісією будуть покриватися витрати за переліт, проживання (3 ночі) та харчування в країні перебування. Синхронний переклад з/на англійську/російську мови буде забезпечено.

Certification of documents related to the implementation of foreign economic activity (the commercial nature of the documents) is a confirmation of the validity of original documents of commercial nature issued by enterprises, organizations or state institutions, representative offices of foreign economic entities registered on the territory of Ukraine, to provide them to foreign counterparts or embassies (consulates), as well as confirmation of registration of a business entity by the competent authority and corresponding with the legislation of Ukraine.

Certification of documents related to foreign trade is carried by Chambers of Commerce and Industry in Ukraine under Article 11 of the Law of Ukraine On Chambers of Commerce and Industry in Ukraine.

List of documents which may be certified:

• Contracts, agreements, contracts and their applications, specifications, invoices, bills of lading, freight invoices, documents of title, customs declarations, declarations of the manufacturer of goods, etc.
• Certificates of origin, international veterinary certificates, quality certificates, phytosanitary certificates, free trade certificates, certificates of conformity, hygienic certificates, sanitary and epidemiological certificates, radiological certificates, health certificates.
• Notarized copies of a charter, memorandum of association, general meeting minutes and other notarized documents.
• Extracts from the Unified State Register of Legal Entities, Individuals – Entrepreneurs and Public Formations, certified by the seal of this enterprise, organization, institution, firm, etc.

Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA) – is compiled on the basis of the Harmonized Commodity Description and Coding System and the Combined Nomenclature of the European Union. Used by the customs authorities of Ukraine for the classification (coding) of goods in customs clearance.

UCGFEA is an integral addition to the Law of Ukraine “On Customs Tariff of Ukraine” of September 19, 2013, № 584-VII.

The definition of the code allows to:

• determine correctly the rate of duty and the amount of additional taxes (VAT, excise duty) and other payments;
• determine the import-export modes of goods;
• compare customs tariffs and statistics on foreign trade.

Vinnytsia CCI issues expert opinions on codes of goods in accordance with UCGFEA, which can be used for:

• Registration of cargo customs declarations and certificates of origin of goods;
• registration of licenses of the Ministry of Economy and permits of the Ministry of Ecology;
• registration of foreign economic contracts;
• registration of medical devices and medicines;
• filling in tax reports and in other cases.

The expert opinion of the CCI has the status of an official document and can be used in court to resolve disputes. At customs clearance, the expert opinion is considered by the customs authorities as an additional source of information.

TARIC, the Integrated Tariff of the European Union, is a multilingual database in which are integrated all measures relating to EU customs tariff, commercial and agricultural legislation. By integrating and coding these measures, the TARIC secures their uniform application by all Member States and gives all economic operators a clear view of all measures to be undertaken when importing into the EU or exporting goods from the EU. It also makes it possible to collect EU-wide statistics for the measures concerned.

The ATA Сarnet is an international customs document used for temporary duty-free admission of the goods to the customs territory of the member state of the Istanbul Convention. Ukraine is a member of the Istanbul Convention since 2004. On March 1, 2008, Ukraine became a full member of the ATA International System. It took place after Ukrainian Chamber of Commerce and Industry joined the International Network of Guarantee Associations.

ATA acronym is combination of French (admission temporaire) and English (temporary admission) terms and is translated into Ukrainian as “temporary admission”.

The document exempts conditionally from payment of duties, import levies and taxes for the time up to one year.

ATA carnet is a valid international guarantee of payment of duties, import levies, and taxes in case of violation of the temporary admission rules.
This customs document is accepted by customs authorities of the importing country instead of national customs documents.

No filling additional customs documents at customs border crossing checkpoints are required.

To provide temporary admission (transit) to (through) several member countries, ATO cargo may be cleared with the use of one ATA carnet.

Kinds of goods admitted with the use of ATA carnet:

• industrial equipment and products;
• photographic and filmographic equipment;
• jewelry;
• clothes;
• medical equipment;
• artistic articles and works of art;
• animals;
• archeological exhibits;
• theatrical costumes and stage setting;
• computers, etc.

Purposes and application fields of goods admitted with the use of ATA carnet:

• use of professional equipment for the purpose of manufacture;
• guest performances;
• demonstration at exhibitions, fairs, shows;
• sports competitions;
• commercial samples;
• the ATA carnets shall not be used for the goods intended for modification or repair.
